Jewish and the Israeli interests were the main target, followed by specific persons."
"1.1 General threat in Belgium in 2024", p. 4 | verified 2026-08-14
The main threat continued to come from the Islamist sphere (IS/ISKP and al-Qaeda). Right-wing extremism was Belgium's second-largest category in the report's threat database, and left-wing extremist threat activity rose over the Gaza conflict. Both are recorded here as counter-evidence, as Sweden's lowered threat level is elsewhere.

Italy's intelligence service states, unprompted, the conflict-as-recruitment-engine thesis this archive documents elsewhere, in its annual report to Parliament. It also names ISKP as the principal vector of the global jihadist threat in 2024, and the same chapter records the 31 May 2024 anti-Islam Pax Europa attack in Mannheim, Germany. The 2026 edition (row it-dis-relazione-2026) words the Gaza point more cautiously: appeals circulated in jihadist propaganda, not a count of attacks.

"The threat from Islamist extremism", printed pp. 32-33 (PDF p. 17) | verified 2026-08-15
PST assesses right-wing extremism at the same level, in the same words: "PST assesses there is an even chance that right-wing extremists will attempt to carry out terrorist attacks in Norway in 2026" (printed pp. 38-39). The chapter that introduces both states its own scope: "This chapter focuses on the most serious threats from politically motivated violence in Norway: Islamist extremism and right-wing extremism." PST draws the same distinction this archive draws: "Their interpretation of Islam, and how it should be practised, differs from that of the majority of Muslims in Norway" - and records that the threat "persists, despite few people in Norway supporting them." The organisations PST names are the Islamic State and al-Qaeda. It makes no claim about the Muslim Brotherhood, and this row must not be read as one.
This row cuts against part of this archive's own recruitment pillar, and is published for that reason. Er befeuert aber antisemitische Aktionen, die im Ausland vereinzelt auch in dschihadistische Gewaltakte mündeten" - naming the 2 October 2025 attack on a Jewish community in Manchester and the 14 December 2025 attack on a Hanukkah celebration in Sydney. The same report finds ideology receding as a driver: among suspects "zusehends Gewaltfaszination oder persönliche beziehungsweise psychische Probleme zentrale Treiber werden, während ideologische Beweggründe weniger wichtig sind", and in Europe an initial suspicion of terrorism proves "immer öfter als falsch". On the other scenes it reports that publicly visible violence comes predominantly from the violent left-extremist scene, and that neither violent extremist scene measurably weakens democracy or the principles of the rule of law.
NCTV and AIVD (Netherlands), September 2026 - copy hosted by the Tweede Kamer
"Door hun gedachtegoed te normaliseren willen rechts-extremisten de democratische rechtsorde afbreken en uiteindelijk een witte etnostaat stichten."
English - our translation, unproofreadBy normalising their ideas, right-wing extremists want to break down the democratic legal order and ultimately found a white ethnostate.
"Essentie", PDF p. 3 | verified 2026-10-04
Limits stated by the source itself: the normalisation strategy is not worked out in detail or tightly coordinated, and the groups are small. The analysis does not address Islamism; it is published here because two Dutch services apply a 'façade politics / entryism' lens to a different milieu, which the archive's own entryism framing must not be read as unique to.

The same page ties the rise to both Islamist and extreme right-wing threats, and not solely to the Golders Green attack. The Security Minister's statement of 14 May 2026 (also opened) adds a conviction in a white-supremacist plot. The UK level after that date is unverified (MI5 page blocked).
English - our translation, unproofreadThe highest threat level in the past year emanated from Islamist terrorism. [...] Islamist extremism was a central risk factor owing to the continuing attractiveness of individual terrorist groups, the increase of activities in the digital space within recent years, and mobilisation through events such as 7 October 2023. [...] The terrorist attack by Hamas on Israel on 7 October 2023 and the subsequent escalation of the Middle East conflict was, in 2025 as well, a central factor in the continuation of the threat situation in Austria and Europe. Developments in the Middle East continued to have a strongly emotionalising effect and promoted or strengthened Islamist recruitment and mobilisation potentials. Terrorist organisations such as Islamic State exploited this theme for propaganda and called for terrorist attacks - including in Austria and Europe.

Counter-evidence (same report): the DSN director places Islamist terrorism at the top of the 2025 threat level but, in the paragraph that follows in the same foreword, says both LEFT- and RIGHT-wing extremism 'became further entrenched'; the report records 1,986 right-wing-category acts (+33.6%) against 306 Islamist/jihadist acts (+42.3%) - different category definitions, not like-for-like, and the right-wing category bundles xenophobic/racist, Islamophobic, antisemitic and unspecific acts - and 136 left-wing acts (2024: 214). The Islamist organisation named in the quoted passage is Islamic State; the passage on Hamas is about Hamas members storing firearms and must not be read as a finding about any other organisation.
National Terrorism Threat Assessment 2026security-service-report2026Finlandverbatim quote
Supo - Finnish Security and Intelligence Service (Suojelupoliisi)
"The threat level of terrorism in Finland stands at level three, elevated, on a five-point scale. [...] The most likely threat of a terrorist attack comes from lone operators and small groups advocating radical Islamist or far-right ideologies. [...] The war in Gaza has mobilised and radicalised individuals and networks supporting radical Islamist ideologies. The international terrorist organisations ISIL and al-Qaeda and the groups that swear allegiance to them have also sought to exploit the conflict in their propaganda and called for attacks in the West."
Supo web page (English edition), opening paragraphs and the section on radical Islamist terrorism; gaps marked [...] | verified 2026-10-04
Counter-evidence (same page): Supo names radical Islamist AND far-right ideologies together as the most likely source of attacks; says the youth threat from extreme-right supporters 'has increased' while organised right-wing extremism 'does not pose a direct threat of terrorism'; rates extreme-left terrorism 'low' with signs of more violence and sabotage tied to the Palestinian question; says 'a large-scale attack in Finland remains unlikely'. The Islamist organisations named are ISIL and al-Qaeda. The Muslim Brotherhood is NOT mentioned (0 hits in the English text; control: 'ISIL' 3 hits). The scale is 'level three of five'; an earlier Finnish edition (seen only as a search-result snippet, not opened) used a four-level scale, so a bare 'elevated' must always carry its scale. Provenance: supo.fi sits behind a bot challenge that this archive does not bypass, so the text was read in the Internet Archive's capture of 11 March 2026 of Supo's own English page (the link).

English - our translation, unproofreadThere is still a substantial terrorist threat in the Netherlands. The threat level is therefore maintained at level 4 on a scale of 5. That means there is a real chance that an attack will take place in the Netherlands. The jihadist threat remains the most decisive for the terrorist threat. As evidenced by various arrests over the past year, jihadists still see the Netherlands as a target.
"Dreigingsniveau", p. 3 | verified 2026-10-04
Same report: the jihadist threat is attributed mainly to ISIS (p. 3); the Muslim Brotherhood is not named anywhere in the document (0 hits; control: 'Hamas' on 5 pages). Jihadist attacks in Europe in the past half-year were relatively limited, the threat from ISIS transnational networks decreased, right-wing terrorist and anti-institutional threats are unchanged, and the raised attack probability is tied to the war around Iran and (semi-)state involvement. The Hamas sentence concerns Hamas, not the Brotherhood as a movement.
Terrorist Threat Assessment for the Netherlands December 2025 (DTN)security-service-report2025Netherlandsverbatim quote
NCTV - National Coordinator for Security and Counterterrorism (Netherlands)
"The NCTV has set the threat level at 4 out of 5 (substantial), which means there is a real possibility of a terrorist attack in the Netherlands. The threat level is based on an analysis of the terrorist threat from a range of vectors. The jihadist threat to the Netherlands remains present, though this has likely abated for the time being. Adherents of right-wing terrorist ideology also continue to pose a terrorist threat, as do a small subset of anti-institutional extremists who are willing to engage in violence."
p. 3, headline box "Terrorist threat level for the Netherlands remains at level 4" | verified 2026-10-04
This candidate is itself counter-weight to the register's June 2025 quotation: the December 2025 wording is softer on jihadism ('likely abated for the time being') and names right-wing and anti-institutional threats in the same paragraph, which also lists perpetrators driven by personal circumstances (our summary; rest of sentence not quoted).

English - our translation, unproofreadWith reference to the Gaza crisis, in 2025 there were numerous calls, conveyed through jihadist propaganda, to carry out attacks in Europe, especially against Jewish neighbourhoods and 'Jewish and crusader' embassies.
ch. 7 "Crisi internazionali e minaccia terroristica", printed p. 103 (PDF p. 115) | verified 2026-10-04
The 2026 edition is more hedged than the 2025 one the register quotes: in the pages read it speaks of appeals circulated in jihadist propaganda, not of a count of attacks, and frames the crises as one of several overlapping radicalisation factors. The same page (our summary) names the Manchester (Heaton Park) and Bondi Beach attacks as terrorist attacks with a clear antisemitic matrix, and names DAESH, Al-Qa'ida, ISKP and AQIS on p. 104. 'Fratellanza/Fratelli musulmani' returns 0 hits in the (partly garbled) text layer (control: 'jihad' 22 hits). Only printed pp. 101-104 were read; other chapters (domestic extremism) were not.

"Another actor whose influence extends to Europe is Hamas, which was founded in 1987 as the Palestinian branch of the Muslim Brotherhood. It is not only a terrorist organization designated as such in Europe and an armed group, but also a political party and a charitable organization. The Islamist group uses its dual structure - religious and charitable activities - to gain a foothold in European countries and to conceal its military operations. In this context, Europe has become a venue for fundraising, recruitment, propaganda, and operational preparations."

This is the DPI's own press page for its own report, by a state-created documentation fund - not an independent finding (see row dpi-austria-mandate). The annual report itself was not opened (no PDF link on the page). The page's claim about the edit history of a Wikipedia article is the DPI's and was not checked. Der Generalbundesanwalt beim Bundesgerichtshof (Germany), press release of 11 Sep 2026 (indictment filed 8 Sep 2026 before the Staatsschutzsenat of the Kammergericht Berlin)
English - our translation, unproofreadThe indictment sets out, in essence, the following facts: All the accused belong to the foreign terrorist organisation HAMAS. Some time ago, the military wing of the organisation (the so-called Qassam Brigades) began to set up weapons depots in Europe. Since July 2025 at the latest, HAMAS was planning a concrete murder attack in Germany or Austria against representatives of Israel, people of Jewish faith or pro-Israeli individuals.
press release, paragraph beginning "In der Anklageschrift ..." | verified 2026-10-04
An indictment is an allegation, not a finding: the same release says the accused are 'hinreichend verdächtig' and in pre-trial detention; no trial or verdict yet. The release concerns Hamas (an EU-listed organisation) and does not mention the Muslim Brotherhood. One further person is prosecuted separately and, per the release, had not been transferred to Germany. Defendants are deliberately not named here.

In Sweden, violent Islamism mainly consists of facilitation activities in the form of radicalisation, recruitment, and financing." The service sees focus shifting to violence itself rather than ideology, calls Russia the greatest threat to Sweden, and traces the intent to attack to 'a specific event or circumstance, either real or perceived' (generic, not the Middle East by name).

[...] Nejvýznamnějším jevem v oblasti islamistického terorismu v roce 2025 zůstávala online radikalizace zpravidla mladistvých osob."
English - our translation, unproofreadThe level of threat to the Czech Republic from terrorism remained low in 2025, despite dynamic developments in the world. The greatest security threat of Islamist terrorism for Europe was posed by Islamic State (IS), above all in the form of inspiration for its supporters on the continent. [...] The most significant phenomenon in the area of Islamist terrorism in 2025 remained online radicalisation, as a rule of minors.
BIS annual report 2025, printed p. 24; gap marked [...] | verified 2026-10-04
Counter-evidence (same report): BIS rates the terrorism threat to the Czech Republic 'low', says violent capacity was low in the overwhelming majority of monitored cases, and lists widespread Islamophobia among the radicalisation factors; the Czech right-wing extremist scene 'as a whole' poses no direct risk to state security but very young individuals online are 'currently more dangerous'; left-wing extremist activity tied to the Israeli-Palestinian conflict is described as growing; no direct threat to Jewish sites was found in 2025. The Islamist organisation named is Islamic State; the Muslim Brotherhood is not mentioned (0 hits for 'bratr' / 'Muslim Brother'; control: 'terorism' 12 hits in the same text).

Agencja Bezpieczeństwa Wewnętrznego (ABW) - Internal Security Agency of Poland
"In Poland, the risks associated with Islamic terrorism - compared with Western European countries - remain at a relatively low level. However, thanks to the work of the Internal Security Agency, single cases of radicalisation linked to Islamic fundamentalism have been uncovered, both among Polish citizens and foreign nationals residing in Poland. [...] A worrying trend is the growing interest in terrorist propaganda (e.g. that of Islamic State) among very young people."
ABW 2024-2025 (English edition), p. 20; gap marked [...] | verified 2026-10-04
Counter-evidence (same report): ABW itself rates Islamist-terrorism risk in Poland 'relatively low' compared with Western Europe; reports a 'marked increase' in far-right group activity, a rise in incidents by far-left environmentalist groups, and a member of a neo-Nazi terrorist organisation arrested in November 2024; says extreme behaviour among young people is 'rarely driven by a specific ideology'; and the Agency's own gov.pl introduction names Russian-inspired subversion as the main challenge of 2024-2025. The Islamist organisation named is Islamic State (ISIS); the Muslim Brotherhood is not mentioned (0 hits for 'Bractw' in the Polish text, 0 for 'Brotherhood' in the English; control: 'terror' 48 hits). The gov.pl item calls the report a return to publicly presenting ABW results after a break 'of a dozen or so years' - this is the first public ABW report in that period. The 19-year-old (Nov 2025) and Olsztyn captions state no ideology and must not be filed under Islamism. Polish original: abw.gov.pl/download/24/4867/ABWraport20242025.pdf (same page numbers).
Office of the Independent Examiner of Security Legislation (Ireland)
"Dissident republicans remain a real concern even more than 27 years after the signing of the Good Friday Agreement, but the threats we face are far broader now. Today, Islamist terrorism is a significant cause of concern, either because of the possibility of attacks within this jurisdiction - and there have been a number of such attacks within the past number of years - and also the possibility of an attack on a neighbouring jurisdiction being planned or launched from this State. There is also the question of extreme right-wing terrorism as well as single issue terrorism and extreme left-wing terrorism. There is also unease about the activities of hostile state actors. The possibility of actions undertaken by so called "lone wolves", whether motivated by terrorist ideology or not, also requires consideration."
Annual Report 2025, Foreword, printed p. 2 | verified 2026-10-04
Counter-evidence (same passage): the Examiner names dissident republicans first and 'a real concern', then Islamist terrorism, extreme right-wing, single-issue and extreme left-wing terrorism, hostile state actors and 'lone wolves' 'whether motivated by terrorist ideology or not'. The passage does not rank Islamism above the others. SCOPE CAVEAT: this is a foreword framing a report about interception, surveillance and data-retention law, written by a former judge; it is not an intelligence-service assessment and gives no figures. The parenthetical 'there have been a number of such attacks within the past number of years' is ambiguous about where the attacks occurred; do not read it as a count of attacks in Ireland (the separate NRA row records the August 2024 Galway attack as Ireland's first confirmed jihadist attack). The Muslim Brotherhood is not mentioned (0 hits; control: 'terroris' 19 hits).
Department of Finance (Ireland) - National Risk Assessment
"Terrorist attacks across Europe and elsewhere have brought into sharp focus the continuing serious and dynamic nature of the threat posed by international terrorism against the background of continued instability in the Middle East, in particular. The major security concerns relate to the radicalising influences that travellers to conflict zones are exposed to, the security risks some individuals may pose on returning to their home countries, and the potential for attacks by persons who have not travelled to conflict zones but are inspired by groups such as ISIS. In this respect, Ireland enjoys a relatively benign security environment, with no specific intelligence of a particular threat, but recognition that a potential threat may exist. It is assessed that the current risk of an attack in Ireland from this source is moderate."
NRA 2026, p. 95, "International - Assessment of Threat from Terrorism" | verified 2026-10-04
Counter-evidence (same document): the Irish government's own assessment of the international-terrorism risk of an attack in Ireland is 'moderate' with 'no specific intelligence of a particular threat' in a 'relatively benign security environment'; on the domestic side it names Irish republican paramilitary groups 'the main terrorist threat to the security of the State'; and it records 'growing concern' about right-wing extremism ('the risk is increasing'). SCOPE CAVEAT: a money-laundering / terrorist-financing risk assessment prepared by the Department of Finance, not a security-service threat assessment. The Muslim Brotherhood is not mentioned (0 hits; control: 'Islamist' 4 hits).

English - our translation, unproofreadOne of the most significant movements of legalistic Islamism in Austria is the Muslim Brotherhood (MB). In 2025 the MB continued to try to gain influence within the Austrian Muslim community and in political institutions and, through its cross-generational strategy, to undermine and transform democratic principles and structures. [...] Movements and organisations in the area of legalistic Islamism pose a danger to liberal-pluralist democracy above all in the long term. They strive to soften norms and political foundations and to hollow out or curtail human rights by spreading anti-constitutional ideologies. Persons and associations from the milieu of the Muslim Brotherhood moreover pursue in Austria the aim of influencing essential political and social institutions in order to bring about, in the long term, a transformation of society.
Verfassungsschutzbericht 2025, printed pp. 108 and 115; gap marked [...] | verified 2026-10-04
Limits (same report): the DSN classes the MB under 'legalistischer' (non-violent) Islamism and says the danger is 'vor allem langfristig' (above all long-term); its MB sentences are assessments of what the MB 'versuchte' (tried) to do, not findings of crimes; the same report puts the 'höchste Gefährdungslage' on Islamist terrorism (jihadist) rather than on legalistic movements, records 1,986 right-wing-category and 136 left-wing acts (see row at-dsn-vsb-2025-threat-picture), and the report names Hizb ut-Tahrir and Salafist organisations alongside the MB, not the MB alone. This is an intelligence-service assessment, not a court finding. The row names organisations and their stated aims as the DSN assesses them; it says nothing about Muslims as a population.

"Equal treatment between persons irrespective of racial or ethnic origin How should national courts assess whether housing legislation amounts to discrimination on the grounds of ethnic origin under EU law? That is the question examined by the Court of Justice in today's judgment in Case C-417/23 Slagelse Almennyttige Boligselskab, Afdeling Schackenborgvænge. The case concerns Danish legislation on public housing that provides for the reduction of housing units in certain "transformation" areas, classified in part by reference to the proportion of residents described as "immigrants and their descendants from non-Western countries." Residents affected by lease terminations argue that this criterion constitutes prohibited discrimination on grounds of ethnic origin. In his short debriefing President Koen Lenaerts walks you through the key elements of the case and the legal framework set out by the Court for assessing direct and indirect discrimination under EU law."

"Tijdens haar verblijf in Syrië liet de vrouw samen met een ander ongeveer een maand lang een door IS tot slaaf gemaakte jezidivrouw huishoudelijke taken voor haar verrichten. Het hof acht, net als de rechtbank, bewezen dat de vrouw zich daarmee schuldig heeft gemaakt aan het medeplegen van slavernij. Dat is een misdrijf tegen de menselijkheid."
English - our translation, unproofreadDuring her stay in Syria the woman, together with another person, made a Yazidi woman enslaved by IS perform household tasks for her for about a month. The court of appeal, like the district court, finds it proven that the woman is thereby guilty of co-perpetrating slavery. That is a crime against humanity.

"Based on the information gathered by the mission team from multiple and independent sources, there are reasonable grounds to believe that conflict-related sexual violence occurred during the 7 October attacks in multiple locations across Gaza periphery, including rape and gang rape, in at least three locations."
para. 12, p. 4; hostages para. 17, p. 5: "clear and convincing information that some have been subjected to various forms of conflict-related sexual violence" | verified 2026-10-04
LIMITS, from the same source: Para. 25 (p. 8): "The mission was not intended to be, and is not a substitute for, an investigation". Para. 78 (p. 20): "Given the mission was not investigative, it did not gather information and/or draw conclusions on attribution of alleged violations to specific armed groups"; Hamas denied the claims. Para. 19: prevalence not established. Para. 18: West Bank stakeholders raised sexual-violence concerns about Israeli security forces and settlers.

English - our translation, unproofreadA 28-year-old Afghan, obliged to leave the country at the time of the act, attacked several people with a knife in a park. The Aschaffenburg Regional Court found paranoid schizophrenia to be the motive.

LIMITS, from the same source: This row is itself the counter-evidence: the BfV calls the Islamist motive "vermeintlich" (supposed) and records the court's finding of mental illness. It must not be counted among Islamist attacks.
Courts and Tribunals Judiciary (England and Wales), Mr Justice Goose
"The prosecution have made it clear that these proceedings were not acts of terrorism within the meaning of the terrorism legislation, because there is no evidence that Rudakubana's purpose was to advance a political, religious, racial or ideological cause. I must accept that conclusion."
para. 26, p. 6; victims aged 7, 6 and 9 killed (paras. 7-9), eight further children aged 7-13 injured (paras. 10-17) | verified 2026-10-04
LIMITS, from the same source: Same paragraph: the judge holds his culpability "equivalent in its seriousness to terrorist murders, whatever his purpose". The CPS plea release (opened) records he also admitted possessing an Al-Qaeda training manual as a terrorist document - a terrorism offence, but not an Islamist motive for the killings.

interview, answer on minors (the words "e tiers des procédures ouvertes en 2025" are in bold in the HTML) | verified 2026-10-04
LIMITS, from the same source: The 22 covers all terrorist offences, not only jihadist ones (jihadism is "88% des procédures suivies" overall). The same answer states that most 2025 proceedings concern individuals "sans lien direct avec les organisations terroristes", self-inspired by online propaganda - which limits any organisational reading.
Home Office (UK), accredited official statistics, 2026
"the proportion of terrorism-related arrests involving minors was lower in year ending March 2026 than at its recent peak: 41 individuals aged 17 and under were arrested, including one linked to supporting Palestine Action, with minors making up 17% of non-Palestine Action arrests (40 of 241) where the age is known, down from 19% in the year ending March 2025"

"La ausencia de atentados con víctimas mortales en territorio nacional durante 2025 ratifica la excelencia operativa de los servicios de inteligencia y seguridad, así como la solvencia del control judicial preventivo (solo se ha producido en Madrid un ataque con arma blanca investigado como terrorismo yihadista, dejando varios heridos leves)."
English - our translation, unproofreadThe absence of attacks with fatalities on national territory during 2025 confirms the operational excellence of the intelligence and security services, as well as the soundness of preventive judicial control (there was only one knife attack, in Madrid, investigated as jihadist terrorism, leaving several people slightly injured).
Chapter II, 4.9.1 Terrorismo, printed p. 495; tables printed pp. 496-497 | verified 2026-10-04
Tables, printed pp. 496-497 (Ministerio del Interior data as of 25.02.2026): jihadist terrorism detainees in Spain 78 in 2023, 81 in 2024 and 100 in 2025, from 64 operations; 13 more detained abroad in Spanish operations; 13 detainees from other terrorist groups in 2025. The record year remains 2004 (131). The table warns that figures may differ from earlier editions. Agrees with Europol (row europol-tesat-2026: 100 jihadist arrests and one jihadist attack in Spain in 2025). LIMITS: a research yearbook relayed by the National Security Department on 28 Feb 2026 counts 58 operations, not 64, with the same 100 detainees.
La Moncloa (Presidencia del Gobierno), Interior press note, 4 May 2026

English - our translation, unproofreadAt these three moments the special security plan will be at its maximum level of activation, as will the self-protection and emergency plans, all in coordination with the Alert Level of the Anti-Terrorist Prevention, Protection and Response Plan (currently level 4, reinforced), in order to guarantee the comprehensive security of the whole visit.
press note, body | verified 2026-10-04
The Interior Ministry's antiterrorist alert level: 4 on a five-point scale (1 low, 2 moderate, 3 medium, 4 high, 5 very high, as set out by the National Security Department in 2016), reinforced. Spain's National Security Report for 2025 (row es-dsn-iasn-2025-terrorismo) records the same level for the whole of 2025. LIMITS: a level is a standing posture that has not changed in over ten years; it is not a measure of incidents. The Interior Ministry's own alert-level page could not be opened (it blocks automated reading); this press note is the latest official wording found.
English - our translation, unproofreadIn this context, Spain continues to face the terrorist threat of jihadist ideology, marked mainly by the potential action of self-radicalised lone actors who, according to the arrests made in the last year, show a progressively younger profile, including minors. Chapter "Terrorismo y radicalizacion violenta", printed p. 43 (PDF p. 43) | verified 2026-10-04
LIMITS, in the same chapter: p. 48 says those detained in Europe share "una limitada formación religiosa, escaso o nulo vínculo previo con organizaciones terroristas" (limited religious formation and little or no prior link to terrorist organisations); p. 52 rates non-jihadist violent extremism in Spain as rising "aunque alejada del marco de muchos países europeos" (though far from the picture in many European countries); p. 53 records the first operation against the far-right accelerationist group The Base. Figure 2.7 (73 operations, 113 detainees) includes operations abroad; it is not a Spain-only count.

English - our translation, unproofreadAs for offences within the competence of the Juvenile Section of the Prosecutor's Office at the Audiencia Nacional, in 2025 47 Preliminary Proceedings were opened, giving rise to 32 Reform Files; in 2024 50 Preliminary Proceedings were opened, compared with 26 in 2023 and 8 in 2022. This year therefore shows a slight decrease from the previous year, but figures remain very similar, in contrast with the lower figures of earlier years. Of all the Preliminary Proceedings opened, 20 concern offences of jihadist terrorism, and the rest are sexual offences and assaults committed abroad. Under the enforcement supervision of the Juvenile Section of the Prosecutor's Office at the Audiencia Nacional there are currently 13 minors serving closed-regime custodial measures.
LIMITS, in the same passage: a slight decrease from 2024, and fewer than half of the 47 proceedings (20) concern jihadist terrorism. Spain's National Security Report for 2025 describes an increasingly young profile among those arrested, "incluyendo individuos menores de edad" (row es-dsn-iasn-2025-terrorismo).

English - our translation, unproofreadIn 2025 we witnessed with great concern the serious events in Torre Pacheco during July 2025, which showed the dangerous consequences and effects of hate speech spread massively and uncontrollably on social networks, which has led to the opening of various investigative proceedings and judicial proceedings, mainly in the Region of Murcia. [...] in which the alleged founder of the group Deport Them Now is under investigation, a movement of supremacist, anti-immigration and anti-Islamic character, which promotes the adoption of migration policies centred on the identification and immediate deportation of immigrants in an irregular situation and which, through Telegram, Instagram and X channels, allegedly issued a statement calling for a 'hunt' in the town of Torre Pacheco against the Maghrebi population.
Chapter III, 10.6 (hate crimes, case-law and notable proceedings) | verified 2026-10-04
COUNTER-EVIDENCE (other extremist categories), in the prosecutor's own text. The July 2025 violence in Torre Pacheco, Murcia, is recorded as hate crime spread on social networks. The same section lists a group assault with xenophobic insults on a man of Maghrebi origin, people wrongly identified online as the attackers of a local resident, a hooded group's raid on a kebab shop, and an assault on a minor wrongly identified as one of the attackers. LIMITS: "presunto" throughout - investigations, not convictions. No official source opened links these events to jihadism.

LIMIT: an arrest and provisional custody - an allegation, not a conviction. The publisher's thumbnail shows the arrest at night; the face of the person arrested is blurred by the publisher itself. Relates to the Spain rows in this register (es-fge-memoria-2026-an-terrorismo).
European Parliament
"The European Parliament, [...] Calls on the Council to include on the EU list of terrorist organisations entities and individuals linked to the Muslim Brotherhood where the criteria of Common Position 2001/931/CFSP are met and to apply the corresponding restrictive measures;"
Text adopted P10_TA(2026)0342, opening words (p. 1) and paragraph 15 (p. 10); the gap, marked [...], holds the citations, recitals A to AC and paragraphs 1 to 14 | verified 2026-10-11
LIMITS: a non-binding political resolution of the European Parliament, not a finding by a court or a security service. It lists nobody: only the Council can add a name to the EU terrorist list, and the request is conditional ("where the criteria ... are met"). The same text says that "Islam, as a religion, is not inherently political or hostile, and the overwhelming majority of those who observe Islam as a religion reject violence against civilians in the name of Islam" (recital C) and that "protecting Muslim citizens against discrimination is a democratic obligation" (paragraph 3). The organisations it names in its recitals are described in Parliament's own words, which establish no fact about them. The motion as a whole passed by 381 votes to 167 with 15 abstentions (Parliament's open data for the sitting of 8 October 2026).
Home Office (United Kingdom)
"The total number of 275 persons in custody for terrorism and terrorism-connected offences in Great Britain as at 30 June 2026 represents a 7% increase year-on-year, rising from 257 persons as at 30 June 2025. While the number of terrorist prisoners categorised as holding Islamist-extremist views remained unchanged at 157 compared to the year ending June 2025, increases among those categorised as holding extreme right-wing and other ideologies resulted in an overall rise in the terrorist prisoner population."
Statistics release published 8 October 2026, section 4.1 "Persons in custody", first two sentences | verified 2026-10-11
LIMITS: the ideology figures cover prisoners only and are a prison-service categorisation ("categorised as holding"); the release gives no ideology breakdown for arrests. The same release says the share categorised as holding Islamist-extremist views "decreased from 70% to 57%" since the year ending June 2021, while the extreme right-wing share rose from 22% to 29%. Of 3,867 terrorism-related arrests in the year, 3,630 were "linked to supporting Palestine Action, following its proscription on 5 July 2025", so the arrest total says nothing about Islamist activity. The figures are provisional and "likely to be revised". The release also breaks its figures down by personal characteristics; this archive does not use those breakdowns, because its subject is organisations and ideology, not populations. It follows the release for the year ending March 2026, which is also in this register (gb-homeoffice-tact-arrests-ye-mar-2026).
English - our translation, unproofreadA look at the second field - international terrorism - also shows persistently high dangers. International conflict regions continue to influence the security situation in Germany through emotionalisation effects - and fuel in particular a readiness for violence against Jewish and Israeli institutions. I recall only the grouping HAYI, which in March and April claimed responsibility for several arson attacks on mostly Jewish institutions in Germany and Europe. Here too we must keep a close eye on the influence and possible connection of state, non-state and criminal actors. In addition, among very young target persons in jihadism the dangerous trend of a plain glorification of violence continues, with complex ideological dogma becoming increasingly dispensable.
Opening statement of 5 October 2026 to the Bundestag's Parliamentary Oversight Panel, passage on the second priority field (international terrorism), five consecutive sentences | verified 2026-10-11
LIMITS: a short opening statement to a parliamentary hearing ("Es gilt das gesprochene Wort!"), with no figures. Most of it is about Russian hybrid attacks, which the president of the service puts first of three priority fields; international terrorism is the second. The statement does not use the word Islamism, and the only organisations it names are the group HAYI and, in a list of arrests, HAMAS operatives; for HAYI it says possible links between state, non-state and criminal actors must be watched. It says the same pattern of very young, violence-prone actors is found "simultan im gewaltorientieren Extremismus", with anti-CSD events given as an example beside demonstrations about the Middle East conflict. The remark that ideological dogma is becoming dispensable cuts against reading these cases as driven by doctrine.

LIMITS: the publisher's description is two words and says only which body met; this entry says nothing about what was said in the room, and the recording (2 h 58 min) was not watched for this archive. COUNTER-EVIDENCE: the Bundestag's own report of the hearing (https://www.bundestag.de/dokumente/textarchiv/2026/kw41-pa-pkgr-1211186) is headed "Nachrichtendienste sehen Russland als gefährlichsten Gegner" and opens: "Russland stellt aktuell die größte sicherheitspolitische Herausforderung für Deutschland dar." On terrorism that report quotes the president of the domestic service as seeing "anhaltend hohe Gefahren" and as saying that international conflict regions fuel "insbesondere Gewaltbereitschaft gegen jüdische sowie israelische Einrichtungen". LIMITS: the recording is the whole government question time of 7 October 2026 (48 minutes); two questions concern the anniversary and the publisher gives no time stamps. The quotation is the broadcaster's summary, not the minister's words, and the other paragraphs of the description cover unrelated subjects of the same sitting. The official verbatim record is the Assemblée nationale's compte rendu of the first sitting of 7 October 2026, two items headed "Attaques du 7 octobre 2023" (https://www.assemblee-nationale.fr/dyn/17/comptes-rendus/seance/session-ordinaire-de-2026-2027/premiere-seance-du-mercredi-07-octobre-2026). There the minister delegate speaks of "l'organisation terroriste qu'est le Hamas" and says France "continuera à mener un combat déterminé contre le terrorisme islamiste qui a frappé sur notre sol à plusieurs reprises". To be read beside it, from her answers the same afternoon: "pas un Français juif n'est responsable de la situation à Gaza, pas un Français juif n'a à s'excuser pour ce qui se passe à des milliers de kilomètres de son pays". These are political statements in a chamber, not findings, and the exchange is partisan. The recording was not watched for this archive. English - our translation, unproofreadPST has therefore looked more closely at about 70 minors whom we worked on in the period 01.01.2023 to 01.01.2026, based on a concern related to extreme Islamism. [...] IS was the organisation most had shown interest in, followed by al-Qaida.
p. 4 (Innledning, first paragraph) and p. 7 (section on the minors' weak ideological conviction, last sentence) of the 15-page PDF | verified 2026-10-18
LIMITS: the same report says most of the minors (72 %) were assessed as having a weak or absent ideological conviction, that for some of them the concern about extreme Islamist ideology was dropped, and that some threats about IS turned out to be nonsense. It calls the group relatively small and says PST does not know all radicalised minors (p. 4); 44 % were not followed up with preventive measures because no basis was found, and the concern was reduced for relatively many (p. 13). What drove several of the minors was not known (p. 7). Interest in IS is not membership. ("It is important to stress that these characteristics do not apply to all Muslims, but to a small group of extreme Islamists.") The report's background figures on the minors' families and health are not reproduced here.

Home Office (United Kingdom); published 14 October 2026
"The terrorist threat we see today is more diverse and more complex. Threats can come from a wide range of places and ideologies. In the UK and overseas, the threat from Islamist terrorism is the most prevalent and dangerous, but other threats, including extreme right-wing terrorists, threat from hostile states, and related challenges from violence-fixated individuals are of significant concern."
Section 1, Introduction, second paragraph (printed page 3; page 6 of the accessible PDF) | verified 2026-10-18
LIMITS: a government assessment, not a court finding, and the same sentence names extreme right-wing terrorism, hostile states and violence-fixated individuals as significant concerns. The report covers 2025: of 3,034 terrorism-related arrests, 2,779 (92%) were linked to supporting Palestine Action after its proscription on 5 July 2025 (255 once those are removed), so arrests do not measure Islamist activity, and no ideology breakdown of arrests is given. The ideology figures it does give are for persons in custody at 31 December 2025: 155 (58%) held Islamist extremist views, 77 (29%) extreme right-wing views and 35 (13%) other ideologies. The three organisations proscribed in 2025 (Palestine Action, Maniacs Murder Cult, Russian Imperial Movement) are not Islamist. The report says there are limits on how much can be said publicly about certain sensitive techniques. Threat level at publication: SEVERE.
